LOS ANGELES PUBLIC TRANSPORT RIDERSHIP & FARES

BACKGROUND

On July 1, 1982 the base passenger fare (single ride ticket price) was reduced to $0.50 for a three year period ending June 30, 1995 --- a result of the passage of Proposition "A: by the voters of Los Angeles County in November of 1980. Ridership peaked at 497 million annual passenger boardings (unlinked trips) in the last year of the low fare program, and has dropped by 20 percent, despite the opening of two light rail lines and a metro (subway).

Wendell Cox, Principal of Wendell Cox Consultancy, was an appointed member of the Los Angeles County Transportation Commission (LACTC) during the time of the low fare program. Proposition A was placed on the ballot by LACTC.

1991: Light rail "Blue Line" opens (Los Angeles to Long Beach)
1993: Metro "Red Line" opens (Union Station to Wilshire/Alvarado)
