To facilitate the ideal of government as the servant of the people by identifying and implementing
strategies to achieve public purposes at a cost that is no higher than necessary.
Wendell Cox Consultancy is a consulting firm specializing in international public policy,
economics, labour, transport, and strategic planning. The firm conducts research and assists clients in implementing
systems to improve performance relative to objectives. Projects have been completed in the
United States, Canada, Australia, New Zealand, Europe and Africa. Some notable products
include:
- People, Markets and Government: How Economic Policy Creates Wealth or
Poverty: State Legislators Guide to Economics.
Authors: Wendell Cox, Jean Love and Samuel A. Brunelli.
- Drafting competitive tendering (privatization) legislation, including:
Colorado Senate Bill #164, which required the Denver urban transport
system to competitively contract 20 percent of its bus service. This is the
only compulsory competitive contracting legislation enacted in the United
States (1988). It is estimated that attributable savings exceeded 30
percent and $75 million over the first six years of operation.
The "petition of interest" privatization model bill, which has been introduced in a
number of states, and partially enacted in Texas.
- Competitive Pricing Procedures, which govern competitive tendering of urban transport
services in New Zealand.
- Legislative Issue Briefs: Three Editions of this publication produced in camera ready
form for the American Legislative Exchange Council. The Third (and current) Edition (1994)
contains more than 200 briefs, 150 tables and charts and 700 pages (Edited by Jean Love and
Samuel A. Brunelli, primary authors Jean Love and Wendell Cox).
- Principles of Competitive Contracting (Competitive Tendering)
- Performance and Management Audit of British Columbia Transit
- Annual report on the costs of government employment.
- Drafting of the proposed Federal Mandate Relief Amendment, which was adopted by
the Senate and House of Representatives in Ohio for consideration by the US Congress
(1995).
Wendell Cox Consultancy was established in 1985.

Wendell Cox was appointed by Mayor Tom Bradley to three terms on the
Los Angeles County Transportation
Commission, which oversaw the highway and public transport system in this county of 8 million
residents (1977-1985). He has consulted on projects in the US, Canada, Europe, Australia, New Zealand,
and Africa. He also served for three years as Director of State Legislation and Policy
for the American Legislative Exchange Council (an organization of market oriented state
legislators). He earned a bachelors degree from California State University at Los Angeles and a
masters degree from Pepperdine University.

issues and edited Legislative Issue Briefs, a 700+ page volume of fully
documented information for state legislators. She earned bachelors and masters degrees from
Southern Illinois University at Edwardsville.
