He has consulted on projects in the US, Canada, Europe, Australia, New Zealand, and Africa. He also served for three years as Director of State Legislation and Policy for the American Legislative Exchange Council (an organization of market oriented state legislators). He earned a bachelors degree from California State University at Los Angeles and a masters degree from Pepperdine University.
